On April 1, 2026, the Rules for the Carriage of Passengers, approved by Resolution No. 147 of the Council of Ministers of the Republic of Belarus dated March 31, 2026, came into force. According to paragraph 170 of these Rules, a taxi passenger has the right to refuse to pay for the trip in the following cases: failure to issue a payment document generated by a taxi cash register or a cash register combined with a taximeter, except for cases of passenger carriage by taxi ordered and paid for through an electronic information system using only bank payment card details; the absence in the taxi of a software cash register for taxis or a cash register combining with a taximeter, with the exception of taxis engaged in the automobile transportation of passengers, the order and payment for which are made only through an electronic information system using the details of bank payment cards. Taking into account the above, the passenger has the right not to pay for the trip in the event that he is not issued a payment document. In order to avoid possible conflict situations between passengers and drivers in taxis, it is necessary for taxi drivers: not to participate in the automobile transportation of passengers in a taxi without an installed cash register; when paying for the trip in cash or by non-cash means using a bank payment card, generate a payment document on the cash register equipment installed in the taxi and ensure its issue to the passenger; draw the attention of the passenger to the possibility of issuing a payment document in electronic form with his consent and notify the passenger of the possible ways of consenting to the issue of a payment document in electronic form; For taxi passenger transporters: ensure the installation of cash register equipment in taxis; conduct outreach to drivers to ensure they comply with the requirements of the law governing the acceptance of payment methods and the use of cash register equipment when performing taxi transportation, as well as the consequences that may arise from failure to comply with such requirements; for owners of electronic information systems: provide a pop-up information window in the interfaces of mobile applications for passengers, reminding them of the passenger's right to refuse payment for the trip in the event of failure to issue a payment document generated by the cash register equipment.
